ROLE: FUNDER LIAISON: CLIENT RELATIONSHIP CHANGE MANAGER

ROLE PURPOSE/ SUMMARY
This is a new role intended to support Pobal in its response to the
recent government decision to establish a dedicated agency for
managing the Early Learning and Care and School Aged Childcare
operating system.
The Client Relationship Change Manager will play an integral role in
responding to any Government decisions following publication of the
review of Early Years systems, structures and operating systems. He /
She will be responsible for ensuring a coherent and co-ordinated
approach is being taken to effective service delivery. The postholder
will be primarily funder facing but will involve engagement with
specific internal and external project groups and executive oversight
groups established to support the Government?s decision to establish
a new state agency.
He/she will also be responsible for ensuring Pobal?s contractual
commitments for business-as-usual type scenarios are protected and any
future sustainability /viability implications for Pobal are
considered, raised and actioned with the Department of Children,
Equality, Disability, Integration and Youth (DCEDIY) and Pobal?s
lead Department, the Department of Rural and Community Development.
They will play an integral role in responding to any Government
decisions following publication of the review of EY systems,
structures and operating systems. They will focus on ensuring a
coherent and co-ordinated approach is being taken to effective service
delivery. They will ensure that the funder receives all necessary
reports and has opportunities to both understand and comment upon
Pobal work. They will also carry out any necessary assessments/reviews
to ensure the ongoing delivery of the relevant agreed service
standard.
The role may also share some responsibility with the current Funder
Liaison Business Development Manager for DCEDIY and will operate as
key contact points with the funding department (DCEDIY). It is likely,
in particular, that they take a role in supporting the development of
the Core Funding model. They will act as transmitters and interpreters
of funder requirements and will act as the channel for new business
requirements to the Executive. They will initiate the process
internally of responding to funder requirements and the development of
proposed service delivery models.
